In 1905 the then Natal government built a weir across the Little Tugela River and founded an irrigation settlement later named Winterton in honour of the Secretary for Agriculture, H.D. Winter.
The village of Winterton is now a busy centre for farming in the foothills approaching the Cathedral Peak area of the Drakensberg.
